Joseph M. Cameron

CEO / President

Joe Cameron served as a police officer in Southern California for 11+ years, holding roles as a patrol officer, field training officer, school resource officer, narcotics detective, and SWAT Team Leader. He was deeply involved in police union leadership, serving on the El Segundo POA Board of Directors for a decade, including seven years as President. Building on his extensive law enforcement experience, Joe transitioned into public safety political advocacy, working with over 40 law enforcement organizations nationwide. As the CEO and President of Modern Fortis, he leads cutting-edge governmental affairs strategies that leverage technology to drive policy and public safety advancements nationwide. His expertise spans local, state, and federal legislative processes, shaping bipartisan solutions that protect both officers and communities.

Joe holds a Bachelor's Degree in Criminal Justice from Plymouth State University, a Master’s in Public Administration from National University, and a Master’s in Political Management from George Washington University.

Outside politics

Outside of his love for politics and legislative action, Joe enjoys fishing, golfing, and spending time with his family.

Margo is a Partner at Modern Fortis where she brings 20 years of policy and political experience to provide clients with strategic advice and insights. Over the past decade, she brought her knowledge and creativity to help advance - or thwart - policies in various issue areas including health care, tax, energy, small business, education, and child safety.

 

Through her expansive network, she has successfully formed and led stakeholder coalitions around issues from car dealers to Medicare policy. Before joining MF, Margo served as an advisor to two members of Congress - an authorizer and an appropriator, a Republican Governor, and a Democratic Mayor giving her unique understanding to help navigate the government.

 

Outside Politics

Margo splits her time between Washington, DC and Jacksonville, FL where she resides with her three Newfoundlands; Kona, Waffles, and Biscuit. She is the Founder of Ladies of the Vine, a women's networking group in Jacksonville. When she isn't running and paddleboarding to enjoy the Florida sunshine, she is following her beloved Reds, Bengals, and Notre Dame Fighting Irish.

Frank W. Russo, Jr.

Vice President

Frank is the Vice President of Modern Fortis joining the team after spending the last decade as a leading voice on public safety, technology advancements, and legal analysis. He brings a wealth of experience on the policy issues that directly relate to the ongoing changes in our Nation’s criminal justice system, guiding clients on the best approaches to securing legislative success at all levels of government.

Before joining the MF team, Frank served as a policy director and in-house counsel for major trade and political organizations including the National District Attorneys Association (NDAA) and Conservative Political Action Coalition (CPAC). During his time in these policy roles, Frank has provided expert testimony before Congress, the Department of Justice, and State Legislatures. He is also a veteran of Capitol Hill, clerking at the House and Senate Judiciary Committees focusing on issues including community safety, combating human trafficking, ending child exploitation, and modernizing technology to better support law enforcement.

Frank is a graduate of the Catholic University of America, Columbus School of Law and received his bachelor’s degree from the University of Georgia. He holds a license to practice law in the State of Georgia.


Outside Politics
Frank resides with his family in Shirlington, Virginia where you can often find his young children and rescue dog, Stella, frequenting the many amazing dog parks in the area. He is also a member of the Catholic University, Columbus School of Law Alumni Council and represents the school’s alumni in organizations such as the Republican National Lawyers Association and Federalist Society. A proud Georgia graduate alongside his wife, the Russo Family spends their fall weekends faithfully rooting for the Bulldogs.

Hugh Cameron

National Labor Director

Hugh is a dedicated retired law enforcement professional who served with distinction for 34 years, retiring at the rank of Sergeant. Throughout his career, he took on leadership roles within the law enforcement community, including Treasurer and President of the Sharon Police Association (MA), Area Vice-President and President of the Massachusetts Coalition of Police, and Regional Vice-President for the National Association of Police Organizations (NAPO).

In 2016, Hugh was elected as the International Secretary-Treasurer of the International Union of Police Associations AFL-CIO (IUPA), where he served until his retirement in January 2021. He also held roles as Vice President of the Massachusetts AFL-CIO and I.U.P.A. Executive Board Region 12 Vice President, where he contributed to the Constitution and Legislative Committees. Today, he continues his service as Vice President of the Norfolk County Central Labor Council (MA) and sits on the Board of Directors for the Massachusetts Labor Guild.

Hugh resides in Massachusetts where he enjoys life on the coast, spending his free time clamming, boating, and exploring the ocean.
